The Nigerian Bar Association (NBA) Annual General Conference 2025 will feature a thought-provoking breakout session on Infrastructural Deficit, Funding, Development and Vandalism on Monday, 25 August 2025, from 3:00 PM to 4:30 PM.

The session brings together a rich blend of eminent legal minds, reformers, and policymakers to dissect one of Nigeria’s most pressing challenges, bridging infrastructure gaps and protecting assets from decay and vandalisation.

Dr. Egondu Grace Ikeatu, an accomplished legal scholar, practitioner, and Head of the Department of Public and Private Law at Admiralty University, Nigeria, will serve as Session Coordinator. Her prolific research and advocacy on constitutional, human rights, and construction law issues position her uniquely to steer this critical dialogue.

Guiding the deliberations as Moderator is Daniel C. Enwelum, SAN, a seasoned Senior Advocate of Nigeria with nearly four decades of practice. With a wealth of experience spanning litigation, ADR, taxation, and commercial law, Enwelum brings both depth and authority to the panel.

The Lead Speaker, Dr. Adebowale Abraham Adedokun, Director-General of the Bureau of Public Procurement, will anchor the discussion with his extensive expertise in reforming Nigeria’s procurement framework. A global procurement voice and architect of several institutional reforms, Dr. Adedokun has been pivotal in championing transparency, accountability, and cost savings in public contracting.

Also joining the conversation is Dr. Ahmed Abubakar Audi, OFR, mni, Commandant-General of the Nigeria Security and Civil Defence Corps (NSCDC). With decades of service in security and infrastructure protection, Dr. Audi brings practical insights into safeguarding public assets against vandalism, sabotage, and misuse.

Adding further perspective is Andrew O. Odum, SAN, a distinguished advocate and construction law expert. A thought leader with over 25 years of experience, Odum has played pivotal roles in advancing legal scholarship and construction law practice in Nigeria.

Hon. Ibenaku Harford Onoh, PhD, the Executive Chairman of Enugu North Local Government, completes the panel. With a career spanning law, entrepreneurship, and governance, Dr. Onoh represents the critical bridge between policy and grassroots execution. His legislative and executive experience, especially in land and infrastructure management, positions him to share practical solutions on sustainable development.

The session will explore effective and sustainable funding models for Nigeria’s infrastructure deficit, strategies for protecting public assets from decay and vandalism, and the implications of the global shift towards renewable energy on Nigeria’s infrastructural landscape.
