Over 200 Lawyers Converge in Yenagoa as NBA–ICLE & NCDMB Host South South Regional Training on Local Content Compliance

 

The Nigerian Bar Association (NBA), through its Institute of Continuing Legal Education (ICLE), in partnership with the Nigerian Content Development and Monitoring Board (NCDMB), is currently hosting a two-day intensive training workshop on Local Content Law and Practice for lawyers across the South South Region of Nigeria. The programme, themed “Advancing Content Compliance and Legal Competence in the Nigerian Energy Sector,” is taking place from 20–21 February 2026 in Yenagoa, Bayelsa State.

With over 200 lawyers in attendance, the workshop underscores both the strategic importance of the South South region to Nigeria’s oil and gas industry and the growing demand for specialised regulatory competence within the Bar. Participants drawn from NBA branches across the region are engaging in a practice-driven programme designed to equip them with the clarity, confidence, and strategic depth required in an increasingly enforcement-focused petroleum regulatory environment.

At the core of the sessions is a comprehensive examination of Nigeria’s petroleum legal architecture, particularly the implementation of the Petroleum Industry Act (PIA) and the Nigerian Oil and Gas Industry Content Development Act. Participants are interrogating how these statutes interface with subsidiary regulations issued by institutions such as the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and the Nigerian Content Development and Monitoring Board, with focused discussions on compliance obligations, governance structures, and enforcement mechanisms.

Rather than treating these regulatory instruments in isolation, facilitators are adopting an integrated analytical framework that highlights areas of convergence, regulatory overlaps, and the practical implications for governance, commercial operations, and community relations. These issues are particularly significant within the South South, where petroleum operations and host community engagement intersect with everyday realities.

Special emphasis is being placed on Local Content obligations and the operationalisation of Host Community Development Trusts under the PIA. Through structured role-plays, group exercises, and case-based discussions drawn from regulatory practice and judicial decisions, participants are engaging real-life scenarios involving compliance audits, fiduciary disputes, host community negotiations, and enforcement actions.

The training also foregrounds governance, accountability, and ethical compliance as essential pillars of sustainable petroleum operations. Sessions are examining fiduciary responsibilities, transparency in fund management, dispute prevention frameworks, and risk mitigation strategies under the PIA regime.

As discussions continue in Yenagoa, the initiative stands as a strong demonstration of the NBA’s commitment to deepening regional capacity and empowering more than 200 South South lawyers to take leading roles in advancing lawful, inclusive, and sustainable development within Nigeria’s energy sector.
