STRENGTHENING JUSTICE THROUGH REFORMS: YOBE ATTORNEY-GENERAL SALEH SAMANJA TO PANEL NBA GOMBE BRANCH LAW WEEK

JUDICIAL INDEPENDENCE AND LEGISLATIVE OVERSIGHT: THE ROLE OF THE BAR IN BALANCING INSTITUTIONAL POWERS

GOMBE, NIGERIA – The Nigerian Bar Association (NBA) Gombe Branch has announced that the Attorney-General and Commissioner for Justice for Yobe State, Saleh Samanja, Esq., will feature as a distinguished panelist for the upcoming Gombe Branch Law Week. Scheduled for 18th May 2026, the event will center on the theme: “Strengthening Justice through reforms: Lawyers as agents of change.”

Barrister Samanja is set to provide expert insights during the Bar, Bench, and Legislative Forum. He will address the critical intersection of “Judicial Independence and Legislative Oversight,” exploring how the legal profession serves as the essential fulcrum in balancing the powers of the different arms of government.

A VETERAN OF THE BAR: THE CAREER PATH OF SALEH SAMANJA

A seasoned legal practitioner, Saleh Samanja was called to the Nigerian Bar in 1985. His career is a testament to professional growth within the public sector, having started as a State Counsel in the Yobe State Ministry of Justice.

Over the decades, he rose through the ranks, serving as:

  • Director of Public Prosecutions (DPP)

  • Solicitor-General and Permanent Secretary

Following a brief period as the Senior Special Assistant (SSA) on Legal Matters to ensure administrative continuity, Samanja was re-appointed as the substantive Attorney-General and Commissioner for Justiceby Governor Mai Mala Buni at the start of his second term. Upon his swearing-in, he was charged with upholding the principles of due process and transparency—values he has since integrated into the state’s legal framework.

DRIVING REFORM AND SOCIAL JUSTICE

As the chief law officer of Yobe State, Samanja has spearheaded significant legislative overhauls aimed at modernizing the state’s legal landscape. Under his leadership, the Ministry has worked tirelessly to:

  • Repeal Colonial-Era Laws: Updating Volumes 1-3 of the Laws of Yobe State to reflect contemporary legal standards.

  • Enhance Judicial Speed: Advocating for the regionalization of the Supreme Court of Nigeria to expedite the delivery of justice.

  • Combat Drug Abuse: Serving as the Chairman of the Yobe State Committee on Drug Abuse, he has championed a bill to establish a dedicated state drug control agency, which passed its second reading in early 2026.

Beyond administrative reforms, Barrister Samanja remains a staunch advocate for the vulnerable. He has been vocal regarding the protection of Almajiri children and the prevention of human trafficking across Yobe’s international borders.

He maintains a “zero compromise” stance on the prosecution of Gender-Based Violence (GBV), ensuring that lawyers truly act as the “agents of change” envisioned by the Law Week theme.
